The delegation included representatives of the Ukrainian state, ministries, municipalities and civil society, including governors and vice-governors of the pilot regions for the Better Care reform and the EU representation in Kiev.

The visit was part of Ukraine's ongoing reform efforts to strengthen social services and contribute to deinstitutionalisation. The delegation was hosted by the Swedish Ministry of Social Affairs and the programme was coordinated with the National Board of Health and Welfare. The parties also used the visit to identify priority areas for further cooperation between Ukraine and Sweden, based on the government's ongoing mandate to develop a social policy and health care support programme to contribute to knowledge transfer and capacity building in Ukraine.

On 4 September, Barnafrid hosted a full day programme on Barnafrid's national activities, with a particular focus on training and dissemination of knowledge on violence to professionals working with children and young people. The study visit also provided an opportunity to identify future areas of collaboration between Barnafrid and individual delegates from Ukraine.
